Mankato Man Charged for Violating No Contact Order

A Mankato man was charged with violating a no contact order. Joseph Rex Rosales, age 34, of Mankato was charged with one Felony count of: Violate No Contact Order. Rosales could face up to 30 days to 5 years or $10,000 fine, or both.

According to the criminal complaint. On November 14, 2024, a Criminal Domestic Abuse No Contact Order (“DANCO”) was signed that prohibited Rosales from having contact directly, indirectly, or through others, in person, by telephone, in writing, electronically or by any other means with the victim. Rosales was also prohibited from going wherever the victim resided.

The DANCO included the exception that Mr. Rosales “may have contact with the victim regarding joint business, joint children or as directed or requested by treatment placement.”

Around 9:30 a.m. on December 10, 2024, the victim called law enforcement to report a DANCO violation by Mr. Rosales. The victim spoke by phone with the Mankato Department of Public Safety and reported the following:

When Victim 1 returned to Victim 1’s home in the evening on December 9, 2024, Mr. Rosales was sitting outside Victim 1’s house. Victim 1 and Mr. Rosales had been texting and arguing prior to that. Mr. Rosales “made himself at home and came inside” [Victim 1’s] residence. Victim 1 did not contact law enforcement in the evening on December 9, 2024, because Victim 1 was fearful the situation would escalate while Victim 1’s children were home. When Victim 1 left Victim 1’s residence the next morning on December 10, 2024, Mr. Rosales was still at Victim 1’s residence. Mr. Rosales’ appearance at Victim 1’s residence had nothing to do with their joint children or joint business.”

Mr. Rosales was convicted of four qualified domestic violence-related offenses in the last ten years: Court File No. 07-CR-19-1249 (June 11, 2019 – Threats of Violence); Court File No. 07-CR-19-2158 (June 11, 2019 – violate DANCO – GM); Court File No. 07-CR-15-2246 (November 10, 2015 – Assault 2nd Degree); and Court File No. 07-CR-14-1245 (April 20, 2015 – Assault – 5th Degree).

Rosales was booked into Blue Earth County Jail on Friday, December 13th at 11:49 pm
