Shakopee Man Charged with Violating Restraining Order and Stalking

A Shakopee man was charged with 4 counts of Stalking, harassment and violating a restraining order. Justin Sheridan Biggs, of Shakopee, was charged with one felony count of stalking, one felony count of a second or subsequent violation within 10 years, and two gross misdemeanor counts of Harassment; Restraining Order-Violation within 10 yrs of a previous domestic violence conviction/adjudication.

According to the criminal complaint: Biggs left a voicemail with Mankato Department of Public Safety saying he was calling regarding the victim on December 12, 2024. Briggs said he was “really worried” about the victim and asked law enforcement to contact the victim’s significant other, who Briggs described as the victim’s parent, regarding Briggs’ concern.

On December 11, 2024, Briggs also placed a call for service from the same number used on December 12, 2024, and requested a welfare check by Mankato Department of Public Safety on “someone who lives in North Mankato” and has a restraining order against Briggs. Victim 1 is the only person with a restraining order against Briggs.

On May 17, 2024, Briggs was in the Blue Earth County Jail and sent letters to Victim 1 that were addressed to a person with the same, incorrect first name Briggs used on December 12, 2024, to refer to Victim 1.

Briggs also contacted Briggs’ probation agent in Blue Earth County on December 12, 2024, and asked the agent to get in touch with Victim 1’s significant other, who Briggs referred to as Victim 1’s parent, saying the significant other “asked me to marry [Victim 1] a couple years ago.” Briggs shared the same message with the agent about a potential visit from Victim 1 at Briggs’ treatment center and asked the agent to “have [Victim 1’s significant other] contact [Victim 1] for me.”

Briggs was convicted of one qualified domestic violence-related offense in the last ten years (Assault-5th Degree) on December 21, 2020.

An Ex Parte Harassment Restraining Order (“HRO”) was issued to Biggs on June 22, 2023.
