NOAA: Flooding Risk Is “Well Above Normal”

The risk of flooding is well above normal for the next few months. That’s according to the National Oceanic and Atmospheric Administration’s updated spring flood outlook. It says there’s a 61-percent chance for major flooding on the Mississippi River at St. Paul.
