St. Paul Man Charged with DWI and Test Refusal

A St. Paul man was charged with 5 varying counts, ranging from DWI and DWI test refusal to obstructing the legal process. Keegan Suryo Warsito, of St. Paul, was charged Monday in Blue Earth County District Court with the following charges:

Threats of Violence-Reckless Disregard for Risk, a Felony with a Maximum Sentence of 5 years or a $10,000 fine, or both.

DWI – Refusal to submit to a chemical test, a Gross Misdemeanor with a maximum Sentence of 364 days or a $3,000 fine, or both.

Obstructing the Legal Process-Interfering with a Peace Officer, a Gross Misdemeanor with a Maximum Sentence of 364 days or a $3,000 fine, or both

DWI – Operating a  Motor Vehicle Under Influence of Alcohol, a Misdemeanor with a Maximum Sentence of 90 days or a $1,000 fine, or both.

Failure to Carry Proof of Insurance when Operating a Vehicle, a Misdemeanor with a maximum sentence of  90 days or a $1,000 fine, or both.

According to the criminal complaint: On 01/04/2025 at approximately 9:51 p.m., Mankato Department of Public Safety Officers watched a blue Subaru approach the intersection driving northbound on N 4th Street, fail to slow down or stop, and instead accelerate through the stop sign. Officers activated the dash camera and pulled out to stop the vehicle. The Subaru drove to the intersection of N 4th St. and E Washington St. where it turned left. As Officers got to the intersection, they saw that the Subaru had been parked, the driver turned the vehicle off and got out.

The driver handed Officers the informational slip that comes with the temporary license plate when a vehicle is purchased. Officers noticed that the informational slip noted Progressive as the insurance provider, but also noted that the temporary license plate expired in January 2023.

The driver handed Officers his license that identified him as Keegan Warsito. Officers asked Keegan for his proof of insurance and he said all he had was the slip he had already given. Keegan told Officers his dad took care of the insurance and Officers asked him to call his dad to get proof. While speaking with Officers, they noticed an overwhelming odor of consumed alcoholic beverage coming from Keegan, and saw that his eyes were bloodshot and extremely glossy.

When Officers attempted to administer field sobriety tests, Keegan refused to cooperate. Warsito was told at that point that he was under arrest for driving while impaired. Warsito continued to be uncooperative. It took multiple officers to restrain Warsito while handcuffs were applied. Warsito repeatedly shouted threats and obscenities while on the way to the jail, where he once again refused to comply with a breath test.
