Blue Earth County Grand Jury indicts Joseph David Bulfer on 13 felony counts

A Blue Earth County Grand Jury indicted Joseph David Bulfer on July 9. Bulfer was indicted on 13 felony counts in connection with the murder of Joshua Robert Downey, a 52-year-old Mankato resident, on April 26. Bulfer is charged with murder in the first degree, murder in the second degree, assault in the first degree, and burglary in the first degree.

Bulfer, age 44 of Fairmont, is accused of entering a residence on Castle Pines Drive, killing Downey and assaulting Rosalyn Marie Rode, a 37-year-old Mankato resident. According to the charges, Bulfer was intending to murder Rode.

Jeremy Clifton, Mankato’s Department of Public Safety Director, stated, “Our thoughts remain with everyone affected by this tragedy. As the healing process continues for the victim’s loved ones and our community, we remain unwavering in our commitment to prioritizing public safety, and ensuring that justice is pursued with diligence, compassion, and accountability.”

The Mankato Department of Public Safety was assisted at the scene on April 26 by the Blue Earth County Sheriff’s Office, Minnesota State Patrol, Lake Crystal Police Department, North Mankato Police Department and the Minnesota Bureau of Criminal Apprehension.
